L2 First Responder Training

Attendees and Duration – Up to 12 persons per course for about 2 hours 40 minutes.

1. To provide an improved level of response to emergency spills and thereby help to reduce corporate exposure to risks of polluting the environment and consequent costs.

2. To improve the knowledge and understanding of the physical dangers of spillage, typical routes of escape from the site and how to safely use containment and adsorbent products to effectively control a spill.

3. To create awareness of individuals’ moral and legal responsibilities for causing pollution from spillage entering the wider environment.

1. Theory

• Our environment and our duty of care

• Short video presentation (if site relevant)

• Brief introduction to current pollution legislation

• Health and safety of response personnel

• Spill response products – types, uses and deployment

• Awareness of liquids

• Spill response actions – containment, clean up and disposal

• After spill analysis

2. Practical

• Spill kit locations and contents

• Simulated spill exercise

• Deployment techniques for spill response products

• A brief synopsis will be presented to highlight both individual and Corporate pollution responsibilities and penalties within the following legislation (or Scottish/NI equivalents):

• The Water Resources Act 1991

• The Water Industry Act 1991

• The Control of Pollution, (Oil Storage), (England), Regulations 2001

• The Groundwater(England & Wales) Regulations 2009

• The Health & Safety at Work Act 1974

• The Environment Damage (Prevention & Remediation) Regulations 2009.

• The Environment Agency and their role.

NB. This is not an in depth review of environmental or pollution legislation.

3. Practical Spill Simulation

This practical can be customised to suit but will always include:

• An interactive deployment of spill control products as a demonstration/simulation.

• A discussion to reinforce and highlight personal safety, initial response and safe handling of recovered used absorbent product.

• Show techniques for reducing the spread or flow of a spill whilst implementing a practical solution to the prevention of the escape of the liquid into a typical drain inlet.

• Location and inspection of site spill response equipment and review of deployment.

• Suitable venue

• Overhead or pc projection equipment, screen, flipchart & pens, dvd system

• Simulation area with, preferably, a slope to surface drain

• Water filled IBC or 200 ltr drum with tap or water from hose pipe
